**EMERGENCY ASSIGNMENT:** Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, the incumbent serves as a transportation technical expert participating in the coordination, development and implementation of plans and exercises for the Logistics Management Directorate. Typical assignments include:
+ Performing in-depth analyses of transportation activities and funding, including analyzing data, developing formats to report the results of studies.
+ Providing and recommending alternative courses of action based on knowledge of disaster response operations and transportation functions.
+ Developing a financial plan for securing sufficient revenues to cover the costs of implementing strategies.
+ Serving as a technical expert to develop the statement of work for contracts and participates in selection panels to review the Request for Procurement against solicitation requirements providing recommendations for selection. **Travel Required**

COVID VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employees duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, FEMA is currently in an expanded telework posture which will end January 31, 2022. Therefore, if selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period in accordance with FEMAs telework policy.

You qualify for this position at the GS-13 level (starting salary $103,690) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. **Specialized experience for this position includes:**
+ **Coordinating, developing, and implementing transportation management, program and operations; and**
+ **Conducting analytical evaluations to identify the best course of action to meet established agency goals and objectives; and**

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
